Washington State Legislature Draft BillIntroduced by Representative [ANY STATE REP WITH ABOVE AN 80 IQ THAT WANTS TO GET ELECTED AND STOP FU$#!Ng RIPPING OFF THE PEOPLE WITH BULL $#!7 ] – America First Water Security Act of 2026AN ACT Relating to ensuring universal access to clean water for all Washington residents by eliminating punitive shutoffs, redirecting federal infrastructure funds to cover residential water costs, streamlining administration through modern technology, and dissolving inefficient local water districts; amending RCW chapters related to public utilities; adding new sections to RCW Title 57; and providing an effective date.BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:Section 1: Findings and PurposeThe Legislature finds that:
- Access to clean, reliable water is a fundamental human need and essential public service, particularly in rural and low-income communities.
- Current local water district practices, including punitive reconnection fees and shutoffs during extreme weather despite prompt payment, create unnecessary hardship for residents. For example, in January 2026, a Grays Harbor County family experienced a water shutoff in freezing temperatures from expired auto payment (32°F) despite making full payment within 25 minutes of disconnection well during reg business hours, followed by an additional $50 reconnection fee with no immediate restoration option and no live staff available during business hours, Even after contacting the staff,(That over looks and audits its self with what appears zero mechanisms for oversight or accountability) They decided to add fresh fee,s to the account to appear to be compliant and to justify the extortion, and deprivation of service, The family was forced to pay the fees and wait longer for service as reprisal.
- Such practices reflect bureaucratic inefficiency, disconnected governance, and punitive policies that disproportionately burden working families.
- Billions in federal infrastructure funds (e.g., Bipartisan Infrastructure Law and related appropriations) are available for water systems but are often wasted on administrative overhead rather than direct resident relief.
- Modern technology, including online AI-driven platforms, can eliminate unnecessary bureaucracy, reduce costs, and ensure equitable service.
The purpose of this act is to:
- Prohibit all residential water shutoffs for nonpayment.
- Redirect available federal funds to fully subsidize residential water costs for all Washington households.
- Streamline administration through centralized online AI systems.
- Contract essential physical services and establish a reserve fund for emergencies.
- Dissolve redundant local water districts to eliminate waste and punitive practices.
Section 2: Prohibition on Residential Water ShutoffsNo public or private water utility in Washington shall disconnect residential water service for nonpayment or impose reconnection fees on residential customers. Existing delinquencies shall be forgiven upon enactment, with no retroactive penalties.Section 3: Federal Fund Redirection and Universal Coverage
- The state shall apply for and redirect all available federal water infrastructure funds (including Bipartisan Infrastructure Law allocations) to create a "Washington Water Security Fund."
- The Fund shall fully subsidize basic residential water service (up to defined essential usage levels) for all households, regardless of income.
- Administrative costs shall not exceed 5% of funds; remaining 95%+ directed to direct resident relief and infrastructure maintenance.
Section 4: Centralized AI Administration and Service Contracting
- The Department of Health (or designated agency) shall develop and maintain a statewide online AI platform for:
- Billing (free to residents).
- Payment processing (automatic federal subsidy application).
- Service requests and issue reporting.
- Physical maintenance, repairs, and emergency response shall be contracted to qualified private providers through competitive bidding.
- A reserve fund (10% of annual federal allocations) shall be established for rapid deployment in emergencies (e.g., weather-related disruptions).
Section 5: Dissolution of Local Water Districts
- All existing special purpose water districts (RCW Title 57) shall be dissolved within 24 months of enactment.
- Assets, infrastructure, and employees transferred to state oversight.
- Savings from eliminated administrative overhead redirected to resident subsidies and reserve fund.
